Leeds Launches ‘UK’s Largest’ Green Deal Scheme

The Leeds City Region Partnership will initiate the UK’s biggest Green Deal scheme as it attempts to aid residents in the fight against fuel poverty.

The council is aiming to help 12,000 homes make energy efficiency changes within the “first few years” of the scheme, thought to be worth £100m.

The initiative is expected to create 600 new jobs over the next three years. It is believed that as many as 24,000 jobs could be supported by the scheme over 25 years.

“We are taking a dynamic approach to tackling fuel poverty, reducing health inequalities and creating jobs,” said Councillor Mehboob Khan, the council’s Green Deal lead.

“Our scheme will be the largest in the country and our residents will be able to get a much better deal due to the economies of scale we are going to achieve by working collectively.”

Under the scheme, Leeds property owners, landlords and tenants – both residential and commercial – will be able to apply for financial assistance to make energy-saving improvements to their property.

A list of 45 measures is currently covered by the Green Deal, including Cavity Wall Insulation, Loft Insulation, Boiler Replacement and improved Hot Water Systems. Each of these improvements can help reduce the cost of energy, leading to lower energy bills.

The scheme will provide loans and grants to those wishing to make such improvements.

"This is an effective way for businesses and residents to pay for energy efficient improvements such as insulation and new heating systems,” Khan explained. “No householder should be worse off financially and the charge is attached to the electricity meter, paid through the electricity bill and remains with the house if it is sold or re-let. Successive occupiers therefore pay for and have the benefit of the works carried out."

Leeds City Region is the first to initiate a ‘City Deal’ scheme based on the Green Deal, the Government’s flagship energy efficiency initiative. The Partnership will begin searching for a delivery partner shortly. That partner will be responsible for arranging the installation of Cavity Wall Insulation, Loft Insulation, and all other home improvements authorised under the scheme.

The Leeds City Region is made up of Barnsley, Bradford, Calderdale, Craven, Harrogate, Kirklees, Leeds, Selby, Wakefield, and York. Approximately three million residents occupy the region.
