London Council Pioneers External Wall Insulation Scheme

9 October 2013

Private homeowners in the London Borough of Hillingdon will be able to apply for free External Wall Insulation thanks to a new scheme being offered by the local council.

Hillingdon Council announced this week that up to 70 private homes will benefit from free or reduced-cost External Wall Insulation – sometimes known as Solid Wall Insulation – over the coming months.

The move comes as the council looks to help residents counter the increasing cost of fuel bills. It is believed that the installation of External Wall Insulation alone can reduce an annual fuel bill by up to £490.

The Council is the first in London to offer this kind of scheme.

The process of External or Solid Wall Insulation sees weather-proof panels applied to the sides of a property. These panels are designed to significantly reduce the amount of heat and energy lost through walls, which can be as much as 35% in a non-insulated property. External Wall Insulation is generally installed in properties built before the 1930s, or those that cannot benefit from Cavity Wall Insulation.

External Wall Insulation ordinarily costs between £8,000 and £10,000. Under Hillingdon Council’s scheme, the installation will be completed for free or for a contribution of £2,000 depending on your circumstances.

"I am delighted that Hillingdon Council is leading the way in London by offering external wall insulation for free or at a reduced rate,” said Cllr Philip Corthorne, Cabinet Member for Social Services, Health and Housing.

“It will make a huge difference to people that struggle the most to heat their homes, including our older residents and families with young children.

"When you consider the advantages, which include less fuel consumption, reduced energy bills and a smaller carbon footprint, not to mention the health benefits of having a well-heated home, it makes sense for the council to invest in improving access to home insulation. I look forward to seeing the project grow across the London Borough of Hillingdon and beyond."

The scheme is the latest branch in the council’s ‘Warm and Cosy’ campaign, which already provides access to funding for the installation of Cavity Wall Insulation, Loft Insulation and boiler replacement.

The campaign comes under the Government’s own energy efficiency initiatives, the Green Deal and Energy Company Obligation. Since January, these schemes have been responsible for widespread installation of Cavity Wall and Loft Insulation across London and the United Kingdom.
